Launch of the “Cluster Management Excellence” Course – A Free Program for Cluster Teams and Managers from Europe and Ukraine

Transilvania IT Cluster, together with Kharkiv IT Cluster, Cluster Digital de Catalunya, Dnipro IT Community, and Odesa IT Family, announces the launch of the “Cluster Management Excellence” course — an initiative designed to strengthen the skills of teams and managers from technology and industry clusters across Europe and Ukraine.


The course is organized under the ITBridge project, a strategic initiative funded by the European Union through the Single Market Programme, aimed at fostering cooperation between the European Union and Ukraine in the digital sector.

About the Course

“Cluster Management Excellence” is a series of four free online workshops taking place between October 30, 2025, and January 31, 2026.Participants will have the opportunity to learn directly from top managers of European clusters holding the ECEI Gold Label — the highest European distinction for excellence in management, strategy, and innovation.


The course is open to cluster managers and teams who wish to take their organizations to the next level by enhancing leadership skills, building strong international partnerships, and learning from Europe’s most successful clusters.

Course Program

The course includes four online workshops, each focusing on key topics for cluster development:

  4. Innovation & Technology Transfer


First Workshop: “Cluster Strategy & Sustainable Development”

The first workshop will take place on October 30, 2025, from 14:30 to 16:30 (Kyiv Time / EET, UTC+2), in an online format.


The session will be led by Bianca Muntean, CEO of Transilvania IT Cluster (an ECEI Gold Label cluster). With over 25 years of experience in developing innovation ecosystems, Bianca is the founder of Romania’s first Digital Innovation Hub (DIH) and serves as the Honorary Consul of Estonia in Romania.

During this session, participants will learn how to:

  • develop an effective cluster strategy, from mission to implementation;

  • engage and retain both corporate and public stakeholders;

  • build strong partnerships within the EU, from first contact to signing MoUs;

  • analyze success stories from leading European clusters.
